Ghanaians seeking employment in the United Arab Emirates (UAE) must now obtain a Good Conduct Certificate, also known as a Police Clearance Certificate (PCC), before they can secure an employment visa.
The Ministry of Foreign Affairs announced this in a press statement issued on Tuesday in Accra.
It said the new requirement follows official notification from the Embassy of the United Arab Emirates in Accra and forms part of UAE Cabinet Decision No. 1/36 of 2026 and the Federal Authority for Identity and Citizenship Decision No. 1/36 of 2026.
According to the Ministry, the requirement has been introduced in two phases. The first phase took effect on 30 March 2026 and applies to all categories of workers applying for employment visas from Ghana.
The second phase came into force on 20 July 2026 and extends the requirement to all worker categories arriving in the UAE.
“The Ministry further wished to inform prospective applicants that the Good Conduct Certificate constitutes an additional requirement for employment visa applications and must be duly authenticated by the Ministry of Foreign Affairs of Ghana and the Embassy of the UAE in Accra before it can be accepted by the UAE authorities,” it noted.
It stated that Ghanaians who are currently in the UAE on visit visas and intend to convert their status to work visas have been granted a forty-five (45)-day grace period from the effective date of the decision to regularise their immigration status.
The Ministry advised all Ghanaian citizens intending to seek employment in the UAE to take note of this new requirement for compliance. We will work closely with the Embassy of the UAE to facilitate the smooth implementation of these measures.
“The Ministry urged members of the public to seek further clarification from the Ministry of Foreign Affairs, the Ghana Police Service, or the Embassy of the UAE in Accra, where necessary,” it added.
