NAPO Vindicated As World Bank Report Ranks Free SHS ‘Most Impactful’ Policy






A new World Bank report has described Ghana’s Free Senior High School (Free SHS) policy as the single most impactful public policy intervention in the country’s history since independence in 1957—a conclusion that political observers say vindicates Dr. Matthew Opoku Prempeh, popularly known as “NAPO”.




This report gives credence to the comments by NAPO, then New Patriotic Party (NPP) Running Mate, that President Akufo-Addo and the NPP beats every President when it comes to impact.




The report which assesses long-term socio-economic interventions and their measurable national outcomes, highlights Free SHS as transformative in expanding access to secondary education, reducing inequality, improving gender parity, and strengthening human capital development at an unprecedented scale.




According to the findings, no other policy initiative since independence has produced comparable nationwide enrollment growth within such a compressed timeframe.




The report credits the program with significantly increasing secondary school participation rates, particularly among rural and low-income households, while easing the financial burden on families.




Political Vindication




The findings closely mirror remarks made by Dr. Prempeh during his outdooring as Running Mate of the New Patriotic Party in July 2024.




At the time, he argued that no President from Kwame Nkrumah onward had implemented a policy as impactful as that of President Nana Akufo-Addo, citing the Free SHS program as evidence.




His comments triggered intense public debate and criticism from opposition figures and sections of civil society who described the comparison as historically insensitive.




However, supporters maintained that his statement was policy-focused rather than personality-driven.




With the World Bank’s assessment now placing the Free SHS at the top of Ghana’s post-independence policy achievements, analysts say Dr. Prempeh’s position has gained an empirical backing.




Media Reaction




Broadcaster Paul Adom-Otchere has also acknowledged this development during his recent edition of “Good Evening Ghana” aired on Metro TV, stating that the World Bank report vindicates NAPO’s earlier assertion.




“History will judge policy impact by data and measurable outcomes,” Adom-Otchere said.




He added; “If the World Bank says Free SHS is the most impactful policy since independence, then clearly Dr. Prempeh’s comments were grounded in substance.”




Broader Implications




For Dr. Opoku Prempeh, who previously served as Education Minister and contributed to the implementation of the policy, the report reinforces his long-standing defense of the initiative as transformative and nation-defining.




As political debate continues, the World Bank’s independent assessment adds a new dimension to discussions about legacy, leadership, and policy impact and places NAPO’s 2024 remarks in a markedly vindicative light.
